عقد مجلس النواب جلسته الإعتيادية الثامنة والعشرين اليوم الأثنين الثالث عشر من تموز 2009 برئاسة السيد اياد السامرائي رئيس المجلس. House of Representatives held its twenty-eighth regular Monday the thirteenth of July 2009 under the chairmanship of the President of the Council, Iyad al-Samarrai.
وصوت المجلس على مشروع قانون تعديل قانون الخدمة المدنية رقم 24 لسنة 1960 المادة (50) المعدل ومشروع قانون كلية الإمام الكاظم (ع) للعلوم الإسلامية الجامعة ومقترح قانون تعديل قانون المحكمة الجنائية العليا (البند ثالثا) من المادة رقم (6). The Council voted on a bill to amend the Civil Service Act No. 24 of 1960 article (50) amended the draft law on the Faculty of Imam Kadhim (p) the Islamic University of Science and a proposal to amend the law of the Supreme Criminal Court Act (section III) of article No. (6).
وانهى المجلس القراءة الأولى لعدد من مشاريع ومقترحات القوانين وهي قانون تعديل قانون اصول المحاكمات الجزائية رقم 23 لسنة 1971 المقدم من اللجنة القانونية والتصديق على مشروعات قوانين اتفاقيات دولية ومذكرة تفاهم بين حكومة جمهورية العراق وحكومة الولايات المتحدة الأمريكية وتعديل قانون الخدمة والتقاعد لقوى الأمن الداخلي رقم (1) لسنة 1978 المعدل. والقى النائب علاء مكي بيان لجنة التربية والتعليم عن استشهاد الدكتور زيد عبدالكريم جايد عضو هيئة مستشاري التربية والتعليم في مجلس الوزراء مطالبا الحكومة بإلتحقيق في الحادث وتقديم الجناة الى المحاكم لينالوا جزاءهم العادل، كما القى النائب ابلحد افرام بيانا ادان فيه التفجيرات الإرهابية التي استهدفت الكنائس وطالب الحكومة بتكليف قوة مدربة لحماية الكنائس. من جانب آخر اشار النائب خالد الأسدي الى ضرورة حسم قضية رفع الحصانة عن عدد من النواب بعد تكليف لجنة من قبل هيئة الرئاسة بهذا الخصوص، واجاب رئيس اللجنة المعنية النائب بهاء الأعرجي بأن بعض طلبات رفع الحصانة لا تستوجب رفعها عن النائب والبعض الآخر قد توقفت لشمولها بالعفو، وهناك طلبين فقط مستوفية لشروط رفع الحصانة مبينا ان انجاز الموضوع يتطلب توقيع اعضاء اللجنة المعنية. فيما طالب النائب عبدالهادي الحساني بتفعيل الجانب التشريعي للمجلس لإنجاز المشاريع الضرورية وخاصة مشروع قانون النفط والغاز، وبهذا الشأن ابدى النائب بايزيد حسن تأييد لجنة النفط والغاز لتشريع القانون ولكنه أوضح ان مشروع القانون مرتبط بثلاث مشاريع قوانين أخرى، يستوجب التصويت عليها اتفاق الكتل السياسية بعد تقديمها كحزمة واحدة وهي مشاريع قوانين شركة النفط العراقية واعادة هيكلية وزارة النفط وتوزيع عائدات النفط. Cámara de Representantes celebró su vigésimo octavo ordinario de la decimotercera Lunes de julio de 2009 bajo la presidencia del Presidente del Consejo, Iyad al-Samarrai.
El Consejo votó sobre un proyecto de ley para modificar la Ley de Servicio Civil N º 24 de 1960 artículo (50) modificó el proyecto de ley sobre la Facultad de Imam Kadhim (p) de la Universidad Islámica de la Ciencia y una propuesta de modificación de la Ley Penal de la Suprema Ley del Tribunal (sección III) del artículo N º (6).
Terminado la primera lectura de una serie de proyectos de ley y propuestas para una ley por la que se modifica el Código de Procedimiento Penal 23 para el año 1971 el informe del Comité Jurídico y la ratificación de los convenios internacionales de ley, un memorando de entendimiento entre el Gobierno de la República de Iraq y el Gobierno de los Estados Unidos y la enmienda de la ley de servicio y de jubilación de las Fuerzas de Seguridad Interna (1) para el año 1978 la tasa.

Falah Hassan Cenchenl diputado ha insistido en la necesidad de acelerar la promulgación de una ley para proporcionar vivienda a los ciudadanos iraquíes que está sufriendo la crisis de la vivienda, observando que la propuesta se había presentado al Consejo antes.
Pidió al Presidente del Consejo a volver a presentar el proyecto de ley, teniendo en cuenta los cambios que han tenido lugar a fin de incluir en el orden del día.
Por otra parte, el diputado Khaled Al-Asadi dijo que la necesidad de resolver la cuestión del levantamiento de la inmunidad de un número de diputados asignado a la Comisión después de la Presidencia a este respecto, El Presidente de la Comisión de Bahaa al-Araji solicitudes de la inmunidad de que algunos no exigen el levantamiento del diputado y otros se han estancado por la cobertura de la amnistía, y sólo hay dos se reunieron las condiciones para el levantamiento de la inmunidad que indica que el tema requiere la realización de la firma de los miembros de la comisión interesada.
Pregunta el Fiscal-Hadi al-Hassani, para activar las medidas legislativas del Consejo necesarios para la realización de los proyectos, especialmente el proyecto de ley de petróleo y gas, y en este sentido Adjunto Bayezid un buen apoyo para la Comisión sobre el petróleo y el gas y la ley legislación, pero señaló que el proyecto de ley está vinculado a otros tres proyectos de ley, se requiere un voto de la política de bloques después de la presentación de un paquete de proyectos de ley que la compañía petrolera iraquí y de la estructura del Ministerio del Petróleo y la distribución de los ingresos del petróleo.
