Gates Encouraged by Iraqi Accomplishments, Goals

ABOARD A U.S. MILITARY AIRCRAFT, July 29, 2009 – Defense Secretary Robert M. Gates said today he is heartened by his visit to Iraq, and that he urged Arab and Kurd Iraqis to use the good offices of the United States to help solve their problems.

Gates said he is so encouraged by the situation in Iraq that American forces may speed up their drawdown, with an additional brigade coming out of the country before the elections in January. He said his view was bolstered by conversations with Army Gen. Raymond T. Odierno, commander of Multinational Force Iraq.

Gates visited Talil, Iraq, yesterday, meeting with U.S. and Iraqi troops and commanders. It was his chance to see the soldiers of the 1st Armored Division’s 4th Brigade work with their Iraqi counterparts in the new security environment. The Fort Bliss, Texas-based brigade is the first advisory and assistance brigade in Iraq, forging a new way of dealing with Iraqi security forces.

The brigade “re-missioned five months ago, and I was very encouraged by the nature of the Iraqi and American cooperation,” Gates said. “They were working together and had a clear understanding of each side’s obligations and responsibilities under the security agreement.”

After just 28 days, the American commander in the region told Gates that the new environment actually increased the effectiveness of operations since it began June 30.

“One thing that came through loud and clear is the success of this agreement has depended on the degree that both American and Iraqi commanders have educated and trained their subordinate commanders in the terms of the security agreement,” he said. “It has certainly been the view of General Odierno, and based on my conversations with the troops and other commanders, this has gone considerably better than our expectations. There will be the occasional hiccup by someone who doesn’t get the word, but on the whole, I’m very pleased.”

In Baghdad, Gates met with Prime Minister Nouri al-Maliki and Defense Minister Abd al-Qadir. During the meeting, he spoke about moving the security relationship forward, including talks about additional equipment and vehicles for the Iraqi security forces.

He also discussed the importance of resolving important issues inside the country between Arab and Kurd Iraqis. The big differences are on borders, security and sharing Iraq’s oil wealth. He stressed that the time is now for resolving some of these problems, because the United States will be out of Iraq by the end of 2011.

Gates said he shared the same message in Erbil, Iraq, today with Kurdish Regional Government President Massoud Barzani and other Kurdish officials. “We want to help them to resolve all these issues peacefully,” the secretary said, “and do so sooner rather than later.”

The differences can be bridged, the secretary said. “I think it’s important that both the government in Baghdad and the Kurds pursue them through political means, and both seem to understand the importance of continuing to do that,” he said.

January’s Iraqi elections may change the political landscape in the country, but that is not an excuse to avoid discussions, the secretary said. “If they can continue the dialogue on the issues and perhaps narrow their differences,” he said, “then solutions could come pretty quickly after the Iraqi elections.”

A BORDO DE AVIONES MILITARES EE.UU., 29 de julio de 2009 - Secretario de Defensa Robert M. Gates, dijo hoy que se siente alentada por su visita a Irak, y que insta a árabes y los curdos iraquíes a utilizar los buenos oficios de los Estados Unidos para ayudar a resolver sus problemas .

Gates dijo que es muy alentado por la situación en el Iraq las fuerzas americanas que pueden acelerar su retirada, con una brigada que sale del país antes de las elecciones en enero. Dijo que su opinión fue reforzada por las conversaciones con el Ejército el general Raymond T. Odierno, comandante de la Fuerza Multinacional de Iraq.

Gates visitó Talil, Irak, ayer, reunidos con EE.UU. y las tropas iraquíes y comandantes. Era su oportunidad de ver a los soldados de la 1 ª División Blindada de la 4 ª Brigada de trabajo con sus homólogos iraquíes en el nuevo entorno de seguridad. Fort Bliss, Texas, a base de la brigada es la primera brigada de asesoramiento y asistencia en el Iraq, la creación de una nueva forma de hacer frente a las fuerzas de seguridad iraquíes.

La brigada de "volver a la misión hace cinco meses, y me sentí muy alentado por la naturaleza de los iraquíes y la cooperación en América", dijo Gates. "Ellos estaban trabajando juntos y tenían una clara comprensión de cada una de las partes las obligaciones y responsabilidades bajo el acuerdo de garantía".

Después de tan sólo 28 días, el comandante americano en la región, Gates dijo que el nuevo entorno en realidad el aumento de la eficacia de las operaciones desde que se inició el 30 de junio.

"Una cosa que vino a través de alto y claro es el éxito de este acuerdo depende de la medida en que ambos comandantes americanos e iraquíes han educado y capacitado a sus comandantes subordinados en los términos del acuerdo de garantía", dijo. "Ciertamente ha sido la opinión del general Odierno, y basado en mis conversaciones con los comandantes de las tropas y demás, esto ha ido mucho mejor que nuestras expectativas. Habrá hipo ocasionalmente por alguien que no recibe la palabra, pero sobre todo, estoy muy contento. "

En Bagdad, Gates se reunió con el Primer Ministro Nouri al-Maliki y el ministro de Defensa, Abd al-Qadir. Durante la reunión, habló de la relación de seguridad se desplazan hacia delante, incluyendo conversaciones adicionales sobre el equipo y los vehículos de las fuerzas de seguridad iraquíes.

También habló de la importancia de resolver cuestiones importantes en el interior del país entre los árabes y los curdos iraquíes. Las grandes diferencias están en las fronteras, la seguridad y el reparto de la riqueza petrolera del Iraq. Hizo hincapié en que ahora es el momento para resolver algunos de estos problemas, porque los Estados Unidos estarán fuera de Irak a finales de 2011.

Gates dice que comparte el mismo mensaje en Erbil, Irak, hoy con el Presidente del Gobierno Regional kurdo Massoud Barzani kurdo y otros funcionarios. "Queremos ayudarles a resolver todos estos problemas pacíficamente", dijo el secretario, "y hacerlo más temprano que tarde".

Las diferencias se pueden superar, dijo el secretario. "Creo que es importante que tanto el gobierno en Bagdad y perseguir a los kurdos a través de medios políticos, y ambos parecen entender la importancia de seguir para hacer eso", dijo.

Enero de elecciones iraquíes pueden cambiar el panorama político en el país, pero eso no es una excusa para evitar las discusiones, dijo el secretario. "Si se puede continuar el diálogo sobre las cuestiones y tal vez reducir sus diferencias", dijo, "entonces podría venir de soluciones muy rápidamente después de las elecciones iraquíes".
