Iraq seeks UN Security Council consensus to get out of Chapter VII

BAGHDAD / Aswat al-Iraq: Prime Minister Nouri al-Maliki on Wednesday said that Iraq is seeking a UN Security Council consensus to get out of Chapter VII of the UN Charter.

Maliki said that he has sensed a good deal of understanding on the part of UN Secretary General Ban Ki-moon and Security Council member states.
This came during a press conference following his meeting with the UN chief in New York earlier today.
UN Security Council Resolution 678 was the legal authorization for the Gulf War, which was passed on 29 November 1990. It gave Iraq an opportunity to withdraw from Kuwait by 15 January 1991 and authorized UN member states in cooperation with the government of Kuwait to use “all necessary means to uphold and implement” Chapter VII of the UN Charter, which authorizes the use of force to restore peace.
Chapter VII of the United Nations Charter sets forth the powers of the UN Security Council to maintain peace. It allows the council to “determine the existence of any threat to the peace, breach of the peace, or act of aggression” and to take military and non-military action to “restore international peace and security.”

Maliki dice que ha detectado una buena dosis de comprensión por parte del Secretario General de la ONU Ban Ki-moon y el Consejo de Seguridad de los Estados miembros.
Esto me ocurrió durante una conferencia de prensa tras su reunión con el jefe de la ONU en Nueva York el día de hoy.
Consejo de Seguridad de la ONU fue la resolución 678, la autorización legal para la guerra del Golfo, que fue aprobada el 29 de noviembre de 1990.
